Request for Proscription of the LTTE in the European Union
As
you are aware the LTTE is one of the deadliest terrorist organizations
in the world. It has been already proscribed by the leading countries in
the world such as USA, Canada, Australia and India etc. It is considered
as the pioneering terrorist organization in the world which introduced
suicide bombers into the world. It is also an internationally well known
fact that Osama Bin Laden and his terrorist group have leamt the first
lesson of suicide bombing from the LTTE.
The
LTTE, as a terrorist organization has been engaged in terrorist
activities in Sri Lanka since 1972. However all successive governments
have striven hard to negotiate with LTTE over their grievances with the
intention of finding a lasting solution to the national question. The
most recent attempt of the Sri Lankan Government to settle the country's
burning issue is the Cease Fire Agreement (CFA) which was entered into
between the then Prime Minister Mr. Ranil Wickremesignhe and the LTTE in
2002.
However despite the fact that the LITE had agreed unequivocally to abide
by the provisions of the CFA, now it is well known both nationally and
internationally that LTTE has violated the CFA more than 6064 times up
to 16th of December 2005 which in itself shows the
malafide of the LTTE in finding a solution to the national question.
This very fact again shows the LTTE's callous disregard to the rule of
law.
The
killing spree of the LTTE continues unabatedly despite the fact that the
CFA is in force. Accordingly, the total number of killings committed by
the LTTE up to date (16th December 2005) exceeds 389 out of
which 300 are innocent unarmed civilians while 89 are members of the
armed forces. The most sensational killing was the assassination of the
former foreign minister Hon. Lakshman Kdiragamar. He was one of the most
respected statesmen locally and internationally who stood firmly for
undivided Sri Lanka.
It is
appropriate at this juncture to bring to your notice the modus
operandi of the LTTE in carrying out its terrorist activities. The
LTTE has formed numerous front organizations which operate in the guise
of civil and welfare organizations. Those organizations are wholly
engaged in committing terrorist activities all over the world. Some of
these front organizations are as follows.

Tamil Elam Student Organization
b)
Jaffha University General Student Union
c)
Eastern University Student Union
d)
Tamil People's Front
e)
International Tamil Elam Student Organization
f)
Tamil Reawakening Organization
g)
Tamil Elam Palm Development Board
h)
Tamil Elam Coconut Development Board
i)
Volunteer Citizen's Corp
j)
White Dove Organization
k)
Tamil Rehabilitation Organization
The
LTTE is also engaged in recruiting innocent children as soldiers
violating International Convention on Child Rights. The LTTE also
breached their promises given to Mr. Olara Otunu, the UNO's
representative for children rights many times showing their callous
disrespect to the international organization. In addition let us bring
to your knowledge some of the brutal terrorist activities that the LTTE
was /is responsible for committing all over the world.
a)
Killing of the former PM of India, President of Sri Lanka and a dozen of
other parliamentarians
b)
They have ruthlessly killed thousands of civilians, women, children and
even religious leaders
c)
The largest suicide bomb squad is manned by the LTTE
d)
LTTE has killed a dozen of opponent Tamil political and civil leaders
e)
The LTTE is continuously engaged in ethnic cleansing of Muslim, Tamil
and Sinhalese people from the LTTE held areas in the North and East of
Sri Lanka
f)
LTTE is well-known all over the world for international crimes such as
cross boarder crimes, drug trafficking and smuggling of arms and humans
In
the above circumstances, we would like to inform Your Excellency, that
there cannot be any differential treatment for terrorist outfits which
adopts the same modus operand! in carrying out their terrorist
activities. Therefore the LTTE stands on par with the other
international terrorist organizations including Al -Qualida which has
been banned all over the world. In tills context, we earnestly believe
and request your good office to take all possible actions to proscribe
the LTTE in all countries of the European Union in the name of peace and
harmonious human co-existence in the world.
